Compliance with Cosmetic Regulations
Is the blood you’re using on stage or set fully compliant with UK and EU Cosmetic Legislation?
All cosmetic products placed on the market of the United Kingdom (England, Wales, Scotland and N. Ireland) intended for sale, or to be given away for free, in the course of a commercial activity must comply with:
SCHEDULE 34 of the Product Safety and Metrology Statutory Instrument for cosmetics marketed in Great Britain (England, Wales and Scotland);
and
EUROPEAN COSMETIC REGULATION (EC) No 1223/2009 for cosmetics marketed in Northern Ireland, in accordance with the Terms of the Northern Ireland Protocol to the UK/EU Withdrawal Agreement.
As artificial blood is classified as a Cosmetic product, under UK & EU Law it is therefore legally required to comply with certain legislation, before it can be placed on the open market.
Article 2 of Regulation (EC) No.1223/2009 defines a Cosmetic as follows:
A "cosmetic product" shall mean any substance or mixture intended to be placed in contact with the various external parts of the human body(epidermis, hair system, nails, lips…) or with the teeth and the mucous membranes of the oral cavity with a view exclusively or mainly to cleaning them, perfuming them, changing their appearance and/or correcting body odours and/or protecting them or keeping them in good condition.
Schedule 34 of the PSMSI and Regulation (EC) No. 1223/2009 on cosmetic products are the main regulatory frameworks for finished cosmetic products when placed on the market, within the UK & EU and they exist to strengthen the safety of cosmetic products. The Regulations provides a robust, internationally recognised regime, which reinforces product safety while taking into consideration the latest technological developments.
Cosmetics Legislation requires that every cosmetic product placed on the market in the UK and Europe is safe to use. The manufacturer must ensure that cosmetic products undergo an expert scientific safety assessment before they are launched for sale.
